In the rare case where the player who controlled Charitable Levy as its last ability triggered doesn't control it as it resolves, that player won't be able to sacrifice Charitable Levy even if it has three or more collection counters on it
Im personally thinking of a Modern Infect storm build that made the rounds a while ago, playing off of tutoring up Venerated Rotpriests to the field as quickly as possible and then hitting them with as many Ground Rifts as possible
Otherwise, put a +1/+1 counter on that creature, then put the card back or put it into your graveyard
Any effects that say that the Angel, Demon, or Dragon creature can't attack (such as that of Propaganda or if the creature has defender) affect only the declaration of attackers
